Strategic and Development Communications
Paul Douglas Mitchell is an internationally recognized Senior Communications Expert with 30+ years of managerial experience gained working with the private sector, international organizations, and national government ministries, in more than 60 countries across Africa and Asia. He has held senior management positions with the World Bank Group, the Asian Development Bank, the United Nations, and the Government of Canada. His work has included supporting privatizations, sector reforms, conservation programs, and international investments.
Paul has advised heads of state, cabinet ministers, and boards of directors, among other senior leaders, on developing risk management analysis and integrated communications strategies for major economic and sector reforms, large infrastructure projects, and other critical development programs and projects. He has extensive experience designing, developing, and implementing global, regional, international, and national integrated communications programs; and has designed and delivered training.
Paul has been director of media relations and spokesperson during global and national crises, emergencies, and armed conflicts. He is a globally recognized pioneer and leader in strategic development communications for international development and sector reform programs, widely published, and an invited speaker at major universities (LSE, Oxford, Cambridge, Georgetown, and Harvard among others), international development agencies (UK's Foreign, Commonwealth and Development Office, USAID, SIDA), and firms across Europe, Africa, and the USA.
More recently, Paul has led the development of communication strategies and plans for the Uganda electricity supply industry, including the Ministry of Energy and Mineral Development; Umeme, Ltd. (Uganda’s principal electricity distribution company); Uganda’s Electricity Regulatory Authority; the Uganda Electricity Transmission Company Ltd; and Uganda Manufacturers’ Association.
